From the book, A Winters Gift for Ladies, the last of "four beautiful patterns of lace edgings for collars, dresses, etc."
The Yarn Overs at the beginning of the rounds seem a little strange at first, but it works. Just bring the yarn in front of your needle, insert for the first knit stitch, and bring the yarn to the back to complete the stitch.

Note: I know that in charts the "bind off" symbol is typically over the stitch being bound off. However, as a visual thinker, I find it easier to see the steps represented in order, since you would knit the first stitch and the bind-off would happen with the 2nd stitch, then you'd knit the number of stitches after the bind off.
